A harbor is a landform that affords a measure of shelter and is apt generally to the transfer of cargo between land and water. Harbors can be natural or man made. They are very often bays or coves, but not all bays and coves are suitable for harboring ships and transferring cargo. Harbors need not be in constant use. Smugglers in particular rely upon small, little used natural harbors.
