Not sure. I say neither. I see them more as a people's champion, though I don't think that we need a category of that name.. Gondegal is a rebel and/or revolutionary in Falkovnia, sure, and the Red Wolf in Nidala, but not all of the KoS necessarily have to be. Their mandate is to protect a chosen helpless group, not necessarily lead a revolt or even live outside the law.
