Quiver Plumm was a Faerunian boy somewhere in the lands surrounding Phlan traveling with his family when they were separated by fog. The lost boy was found by Sybil Raisa and several adventurers shortly before they were abducted by the Mists and taken to Barovia. The Dark Powers seemed to want to ensure Quiver's safety, as they avoided targeting him with mist zombies that attacked the adventurers.[1]
