After consultation with the books, I see no proof that [[Most High Priest Kir]] and [[Prefect Ciril Romulich]] were the same person. Clearly, the church of Andral has had multiple high priests (Sergei was high priest too). It's remotely possible that Romulich was his name at birth, and then he took a "papal name" of Kir upon becoming high priest, but since Sergei didn't change his name, that seems unlikely.
