Treaty in NW core

Hey there everyone, I was wondering if anyone can give me any info on the compact or treaty that exists in the NW core to oppose and thwart the Imperial ambitions of Falkovnia.
I remember that there was once a thread which named it and revealed the members but I cannot find it.

The Treaty of Four Towers, signed by the ruling families of Dementlieu, Mordent, Richemulot, and Borca (and Dorvinia, before the Grand Conjunction).

Is there a specific date and reason the treaty came about? Was it the deadmans campagin? And why did Darkon and Lamordia stay out of it?

It's described pretty heavily in either Gaz3 or 4. Look it up.
(ie I'm too lazy to check myself).

I think because Darkon was very far away from the four nations, and did not have extensive contact with them.
Lamordia had an earlier agreement with Falkovnia for both sides to be neutral as long as the Lamordians traded supplies to Falkovnia, so Falkovnia would not invade.

I think a better question is why
would azalin join the treaty, he is militarily stronger then drakov, so he has nothing to fear. We do KNOW that azalin understands enough about ravenloft to know that invasions are a waste of time. so he
A. Has no reason to fear Drakov
and B. Although it is never explicitly stated, I think he fears that If he entered the treaty, he would be required to send troops into falkovnia if Drakov attacked any other members, which he knows full well will be disasterous.
