The nobility are the upper class within a state. They seek to oppress those beneath themselves and they wish not to be ruled by anyone above them.

In a well-organised principality, one that is capable of defending itself, the nobility are ruled from above by a prince who has a measure of concern for the peasants and far more for the good of the nation itself which is his to lead. Consequently, he obliges his nobles to rule rather than to oppress, to themselves lead those who are lesser than themselves. When Barovia has been threatened from abroad Count Strahd von Zarovich has demanded such leaderhsip of his nobles.

Consequently, he allows his nobles to oppress as much as they like, to themselves lead those who are lesser than themselves into either revolt or the arms of invaders. Borca, with its divided and self-absorded duo head, places no useful demands upon its nobles and should expect no leadership from them in a time of crisis.
