For the purpose of nationality, each domain is deemed to be a separte nation regardless of the condition of its state apparatus.
Nationality is understand to concern state of origin regardless of whether or not that is the current state of residence. Current state of residence is addressed, for example, with Inhabitants of Dementlieu. Hence Alanik Ray is Darkonian by nationality but currrently inhabits Dementlieu.
Nationality is to be assigned to people first and foremost, to monsters that are unique (or very nearly so) to a given land, and to items and societies that are unique to a given land. Nationality must not be assigned to individual locations as these are gathered up diffently.
The individual locations in Dementlieu, for example, are gathered up first with Locations in Port-a-Lucine, Locations in Chateaufaux, and so forth, and then gathered up in turn with Locations in Dementlieu. Only these categories themselves, not the individual places, should be marked as being Dementlieuse. This approach yields a list of nationality for Dementlieu, and other lands, that first and foremost is made up of natives, but that contains the rest of the information too.
