Corruption is temptation. It is the temptation to abuse one's authority. Equally, it is rot, be it economic or political. It is degeneration of the economic and the political orders, fueled respectively by greed of gold and lust of power. It is the sworn enemy of professionalism: reward being forthcoming not for doing one's job well, but rather for doing it poorly or not at all. It undermines rule, it breeds inefficiency, and it yields, even enough scope, economic, political, and societal paralysis.

Count Strahd von Zarovich is noteriously intolerant of corruption. The whole of Barovia may be governed by few laws, but those laws are obeyed. The count is willing to see personally to the deaths of transgressor.

At the other end of the spectrum is Ivan Dilisnya who revels in the corruption of his own, albeit shared, state. Justice is for sale literally to the highest bidder. And only the self-serving vigilantism of the League of Nine offers some prospect of righting wrongs.
