For which edition? I did a draft Beast variant who could take a Swim speed, not posted here, and in 3.5, the Webbed Limbs Deformity for the Legs slot gave you Swim Speed equal to Base Land Speed at the cost -2 to Pick Pockets and Open Locks. That was in the original Brutes & Banshees article in QtR #8.
