Optimistically, there shouldn't be much more than a night watchman aboard. And maybe even not that because Latour is now indisposed.
As for the 'Ambassador' plan, I'll go along with it, but I thought the Acheron was a Darkonian vessel. Why would Hazlan have a claim to the authority to search it?

We're pretty sure at this point that the cargo of the Acheron includes the museum exhibits bound for Hazlan, and that Hazlani have been involved in getting the stuff aboard, so having more Hazlani show up and demand an inspection on behalf of the Hazlani government should be plausible. That's the idea anyway.

Celeste will probably be bad at both, but I'd lean toward stealth as a first choice. That's only a personal preference, though; I think we could convincingly pull off the Hazlani jurisdiction angle if we tried.

Given what we've seen so far it seems very possible the University will have set an elemental to guard their stuff; given the setting a water elemental would be the easy choice. Any ideas on fighting one if it comes to that?

Nicholas only has a +6 on stealth, but I could whip out an inspire competance for a +2 on several of us if the sneaking thing is the way to go.
Alternatively if not everyone is confident on the DC's for stealth how about the Isfahanis and a few others (the ones with crappy stealth scores) go for the bluff and a couple with better stealth scores sneak aboard for a looksee whilst the other absorb the attention?
Anyone got a really rocking stealth score?
And i have no idea how to fight a water elemental, magic mops maybe?

bad. We could probably still manage, just might take a little extra luck.
I still think it's reasonable, but people need to be a little more confident in their modifiers. An Inspire Competence might go a long way toward that

While the GMs appreciate wanting to deliberate, try not to take
too long about it.
If you guys want to split up, then only the people taking the stealth route will be factored in to the total successes of the group check. For example, if Darius and two others decided to pop up on deck, there would only be six people attempting to stealth, and thus that group would only need three successes.
However, if either group fails, they will cause problems for the other group.

Agale's got a +7 stealth.
I did the math and it seems to work out that unless it is physically impossible for you to make the DC (ie: DC 20 and you have a -1 modifier), you're always better off rolling independently than trying to assist someone.
Also, definitely inspire competence unless you think it would be more useful in the bluffing portion.
My pseudo proof is below

and n = a successful check
P(n) = 1 - ((d - s) / 20)
For instance, if Agale were attempting the DC 15 check, it would be:
P(n) = 1 - ((15-7) / 20) = .6 = a 60% chance of success
For assisting someone else, I'll use '1's to designate the variables for the recipient of the assist:
Since we know d = 10 for an assist:
P(n) = 1 - ((10 - s) / 20)
and
P(n1) = 1 - ((d1 - s1 + P(n) * 2) / 20)
Which simplifies to:
P(n1) = 1 - (d1 - s1 + s/10) / 20
Since its only worthwhile to assist instead of rolling on your own if:
P(n1) - P(n1 without an assist) > P(n)
Which simplifies to:
d - 20 > 1.1 * s
