I think freezing a cop running and bleeding from a house of shifty, disreputable types when we have no proof that we weren't the ones who bloodied him is a bad idea. This is already a pretty good setup without us helping the attacker out.

As a general note, Cedolin is not moving very fast, so anyone who makes a DC 10 Athletics check can catch him and bring him back without trouble.
