I'm more for the crooks etc paying taxes for their "services" than actual spellcasters setting up shop like
"High wizard Bazadam's potions!"
"Now with recipies from distant Sri Raji!"
I was thinking more along the lines of Vistani selling love-charms (probably fake), or that elixer to bypass Strahd's choking fog. Actual spell-potions and scrolls would be extremely rare, but buying simple herbal remedies from an apothocary is probably as common in Ravenloft's towns as going to a pharmacy would be in real life.
