Sara has an armor and knows what means to get around with it all day, so by seeing these workmen dressed like that she thinks something is wrong. She suggested to go to Thom's house just as an excuse to leave the docks. Any other place is good for her.

POOF, he's there.

I left the details about whom had made it (to the waterfront, to see the wives and kids leave) vague enough to allow for Sara, Raen, etc.
